Recycling, Green Steel and the Future of Australia's Steel Supply

Steel has an image problem it does not really deserve. It gets filed alongside concrete and plastic as a heavy industrial material with a heavy footprint, when in reality it is one of the few genuinely circular materials used in construction. Understanding how the Australian steel industry actually works, both today and where it is heading, matters if you are specifying steel for a project that will still be standing in fifty years.

A bigger industry than most people realise

Australia’s steel industry directly supports around 30,000 workers, anchored by two integrated steelworks: BlueScope’s Port Kembla facility in New South Wales, where the raw steel manufacturing operation alone employs more than 3,200 people, and the Whyalla Steelworks in South Australia, with a production capacity of around 1.2 million tonnes of liquid steel per year. Around that core sits a wider network of scrap-based electric arc furnace (EAF) plants, fabricators and merchants supplying everything from structural sections to roofing.

Steel is genuinely, not theoretically, recyclable

Unlike materials that degrade in performance every time they are reprocessed, steel can be recycled repeatedly with no loss in metallurgical quality. That is not a sustainability slogan, it is a property of the material itself. Australia backs that up with real recovery rates: recent industry data puts steel recycling in Australia above 90 percent, with scrap merchants processing roughly 1.9 million tonnes of ferrous scrap annually to feed back into new production.

The resource savings compound with every tonne recovered. Recycling one tonne of steel conserves approximately:

  • 1,131 kg of iron ore
  • 633 kg of coal
  • 54 kg of limestone

That is not a rounding error. At the volumes the Australian scrap sector processes each year, recycled steel materially reduces the raw material burden on mining and processing that virgin steel production otherwise requires.

The decarbonisation shift already underway

The harder question the industry is now working through is emissions from primary steelmaking itself, which is a genuinely difficult (“hard-to-abate”) process because it traditionally relies on coal-based reduction of iron ore. BlueScope’s strategy treats Direct Reduced Iron (DRI) technology, initially using natural gas, as the practical transition step before a longer-term move to green hydrogen. Electric arc furnaces, particularly when powered by renewable electricity, are central to this shift and can reduce steelmaking emissions substantially compared with traditional blast furnace routes.

The clearest sign of where this is heading is the NeoSmelt joint venture, bringing together BlueScope, Rio Tinto, BHP, Woodside Energy and Mitsui Iron Ore Development to validate direct reduced iron and electric smelting furnace (DRI-ESF) technology at pilot scale. The group selected the Kwinana industrial zone south of Perth to build a 40,000 tonne-per-annum pilot electric smelting furnace, targeted for commissioning in 2028. It is a pilot, not a full production line, which is an honest reflection of how early this transition still is. But it is a real, funded step toward hydrogen-based “green iron” production in Australia rather than a slide-deck ambition.

What this means if you are buying steel today

None of this changes what a structural steel buyer needs right now: correctly graded steel, backed by mill certification, supplied through a traceable and ISO-accredited chain. The decarbonisation transition is a multi-year industrial shift, not a switch that flips overnight, and current structural steel supply in Australia still runs primarily through the existing integrated and EAF production routes described above.

What it does mean is that the sustainability story for structural steel is already stronger than most alternative materials, well before green hydrogen production scales up. Steel bought today is steel that can be fully recovered and recycled at the end of its service life, feeding directly back into new production with no quality penalty. Specifying steel with a documented, traceable supply chain is not just a quality decision. It is also what makes that steel easy to responsibly recover, sort and recycle when the structure eventually comes down.
